Board of Co-owners

The Board of Co-owners (RVM) is made up of a few co-owners of Doktoren. The board works entirely on a voluntary basis, oversees the property manager on behalf of the owners, and tries to keep everything in the building running smoothly. They are also a point of contact for residents.

Application to the City of Antwerp

To reach the fire lane by car, you enter the pedestrian zone on Binnenvaartstraat. For that you submit a request for use of the public domain to the city at least 2 working days in advance — so you avoid a fine.

What does the board do?

Overseeing the property manager On behalf of the co-owners, the board follows up the property manager's work. The accounts themselves are checked by the auditor of the accounts.

Keeping things running They keep track of what happens in and around the building and adjust where needed.

Arrange your permission in advance

Approval 1 · Building

Book with the property manager

Book your move or delivery with the property manager. That booking also serves as proof of the building's permission during a police check.

Approval 2 · City

Pedestrian-zone access

Request access to the pedestrian zone at Binnenvaartstraat from the City of Antwerp, so you may drive up to the fire lane.

Print both confirmations and the permission document, and place it with your contact details clearly visible behind your windscreen.

How to reach the fire lane

Parking close to the building is only possible on the fire lane — the gravel road on the west/front side — or in the garage on level -2. For the fire lane you need approval from both the City of Antwerp and the property manager in advance (see above).

You drive onto the fire lane via the pedestrian zone at the Rigastraat/Binnenvaartstraat junction, where you may only cross the tram track (see map). The tram and bus lane itself is only for public transport and emergency services and may never be driven onto or followed — not even with approval.

Front side only

A ladder lift may only stand on the fire lane, and solely for apartments with a terrace on the west/front side. Can no ladder lift be placed? Then you move via the goods lift and/or the stairs.

Only the large goods lift may be used for moves. The two smaller passenger lifts are forbidden for household goods, furniture or materials.

The application — step by step
  1. 01 For project type, choose: small project (move / delivery / skip …) where the roadway is not occupied.
  2. 02 Application: “I want to move house or schedule a delivery” — enter the street and number (Kempenstraat 90) and describe what you want to do.
  3. 03 Type of application: temporary access to a car-free zone.
  4. 04 Enter the dates and times.
  5. 05 Locations: click the blue outline “Voetgangerszone Bord Binnenvaartstraat” on the map.
  6. 06 Add the permitted number plates.
  7. 07 Complete your details and submit the application.

eSafe parcel wall

To use the eSafe parcel wall you need a personal 4-digit access code. Not received one yet? Ask the property manager or your landlord.

  1. 1Go to the eSafe touchscreen on the left of the entrance.
  2. 2Press the gear icon at the top right.
  3. 3Press Local user.
  4. 4Enter your 4-digit access code and confirm with the tick.
  5. 5Press Edit user.
  6. 6Press next to E-mail and enter your email address. You'll be notified at this address about new deliveries.
  7. 7If needed, do the same for First name and Last name — this must match the name your parcels are delivered under.
  8. 8Press the yellow tick above Confirm edit user to confirm.

Parcel bin

Beside the lifts you'll find the parcel bin: a collection point for parcels that weren't delivered into the eSafe.

Sometimes a parcel is too big for the lockers, ‘eSafe’ wasn't listed under your name, or the courier simply didn't place it in the eSafe. The parcel bin is there for those cases — keeping the entrance hall tidy and leaving room for cleaning.

Should your parcel have been delivered but you can't find it? It may still be in the eSafe — blocked or under a different name. Fill in the form and someone from the board will check whether your parcel is in the eSafe.

RecommendedPreferably choose an F7 pollen filter: it offers the best protection against coarse and fine dust and pollen.

Professional maintenance

It is strongly recommended to have the ventilation system in your apartment serviced regularly. That keeps it running at its best and makes it last longer. Ideally have this done every two years, for example by the firm JM Airco.

Your ventilation system

Not every apartment has the same system — there are different brands and models. Find your unit below and order the right filters.

Filter classes

From coarse to fine — the higher the class, the smaller the particles the filter stops.

G3 · G4
Coarse

Protects against coarse dust: insects, sand and hair. After completion a G3 filter is fitted (suitable for building dust).

M5 · M6
Medium

Protects against coarse dust and smaller dust particles not visible to the naked eye.

F7 Recommended
Fine

The pollen filter — the most protection. Filters coarse dust, fine dust and pollen. Recommended.

The collective installation

Two central boilers

On the +22nd floor stand two central heating boilers that feed the whole building. This collective installation is managed and maintained by the property manager and the building's maintenance firm — you don't need to do anything yourself.

Each apartment has its own Giacomini heat exchanger satellite. You have this indoor installation serviced yourself — ideally every two years.

Preferably have this done by the manufacturer, Giacomini — also for repairs.

Low pressure after summer

In autumn the heating comes back on. A common problem when heating won't start after the summer is too-low water pressure in the system.

    Open both red taps on the filling set.

    Wait until the black needle is in the green zone — this can take a while, so be patient.

    Close both red taps once the right pressure is reached.

  4. 4

    Check whether a green light is on at the heat exchanger when the heating is running. If a red light or no light is on, there may still be a problem with the water pressure — in that case contact Giacomini.

There are two alternatives to keep your apartment cool.

Portable air conditioning

A portable AC unit needs no fixed installation, but does require an exhaust for the warm air — which can simply run outside through the window. To route that exhaust neatly, there are a few solutions:

A solid made-to-measure aluminium panel that mounts in the open window, with a connection for the exhaust — in the same style as the building's fly screens.

Ready-made

Tilt-window kit

A ready-made sealing kit for a tilt window, for example at Brico.

Interior sun shading

Interior sun shading is a quiet, elegant approach: special window décor with a reflective coating that blocks the sun's heat. The architect recommends KVADRAT for this.

There are both removable fly screens for the windows and solutions for the terrace door. For either — in the correct colour and model — contact the supplier below. Quote ‘Doktoren’ as your reference.

Address, parcel wall & letterboxes

Address

The building's address is Kempenstraat 90, 2030 Antwerp. The box number has 4 digits and is derived from the plot number — apartment 4.6 is box 0406, apartment 10.5 is box 1005, and so on.

There is an eSafe parcel wall with 48 lockers for parcel deliveries. It stands outside, with lockers on both sides of the entrance; the control display is to the left of the door. You obtain access via the property manager or your landlord.

Letterboxes

To keep the letterboxes tidy, only the standard name plates are allowed — no different plates or stickers. You order a new name plate from Van Laer, quoting “Doktoren” and the desired names.

Shared spaces

Roof terrace & entrance hall

There is a shared kitchenette in the entrance hall and a shared roof terrace on the 23rd, where every resident can enjoy the view.

The communal entrance hall — with its kitchenette and toilet — can be used by residents for a private event. The hall is then closed off, so other residents use the second entrance door. Would you like to use it? Request this in advance from the property manager.

Bike storage

There is bike storage on -1, with access between Doktoren and the hospital via the bike stairs. Only residents' bikes may be stored there.

Power sockets are provided for charging electric bikes or scooters.

Parking

The building is on a car-free street and cannot be reached by car above ground. Car traffic to the parking goes via the Noorderlaan/Asiadok (two-way), not via Binnenvaartstraat. The parking (entrance at the Asiadok) is shared with the hospital; a separate barrier gives access to Doktoren's private parking on -2.

Access works with a badge/card or number-plate recognition and is managed by Indigo. After driving in, follow the direction “Spoedgevallen” (A&E) and then “Woontoren 1”. The maximum entry height is 2.20 metres. Parking spaces are only for motor vehicles — stacking or storing anything else is forbidden.

A shared charging infrastructure for electric cars is in place, to which individual charging stations can be connected — ready for future expansion.

At the entrance there is an emergency stop that shuts down the entire charging infrastructure at once in an emergency.

CCTV

For safety, cameras are installed in various places in the shared areas and in the garage. Camera footage can be obtained via the property manager after filing a report with the police, with the report (PV) number.

Waste

In this neighbourhood the bin lorry does not collect waste door-to-door. You take your waste to a city sorting point — the nearest is at Binnenvaartstraat/Rigastraat. For this you need an A-card or sorting pass.

Bulky waste

Take bulky and special waste to the recycling centre — the nearest is Luchtbal. Make an appointment in advance. Never leave waste or rubbish bags in the shared areas, on the terraces or around the building.

Electricity

For electricity you take out a supply contract yourself with a supplier of your choice. The electricity meters are in the basement on -1.

Gas (heating & hot water)

Hot water and heating run via a collective gas supply — one contract, taken out by the Owners' Association/property manager, not individually chosen. Each apartment has meters that record calorific consumption; an advance is included in the general costs and the property manager draws up a settlement annually based on your consumption.

Water

For water you take out a contract with Water-link. The water meters are located — depending on your apartment — on floor 1, 7, 10 or 21, in the water room next to the lifts.

Internet & TV

The fibre cabling is ready in every apartment; you freely choose a provider (Telenet, Proximus, …). When connecting, the installer usually needs access to the data room on -1 next to the lifts.

House rules

The house rules cover the customs and rules in the building so everyone can live pleasantly. Owners can consult the full rules digitally via the Dobby app/website; landlords pass them to their tenants. All residents are required to comply — costs may be recovered for non-compliance. The main rules in summary:

Pets

Pets are allowed as long as they cause no nuisance (noise, smell, mess, danger). As the owner you clean up any accidents immediately.

Terraces

Only terrace furniture and plants may be placed on the terraces.

Quiet

Disturbing noise (loud music or TV, shouting …) is never allowed. Unavoidable noise from works or moves is only allowed Monday to Saturday, from 8am to 10pm. On Sundays and public holidays no noise nuisance is permitted. Inform the property manager and residents in advance.

Cleanliness & safety
  • leave no waste in the shared areas or on terraces;
  • leave no belongings in the shared areas (mats, shoes, furniture, bikes, scooters, prams …);
  • no smoking in the shared areas;
  • don't throw cigarette butts down from the terraces.

Low-emission zone (LEZ)

The whole of Antwerp inside the Ring — including the Eilandje, and therefore Doktoren — is a low-emission zone (LEZ). Vehicles that do not meet the environmental standards may not simply drive in. Check in advance whether your car (or your visitor's) is allowed; if not, you must register it or buy a day pass.
